内容提要 | 本文利用2000年中国对《大气污染防治法》(APPCL2000)的修订这样一个自然实验,采用双重倍差法评估了APPCL2000的修订对中国工业行业全要素生产率增长的影响。研究发现,中国APPCL2000的修订显著提高了空气污染密集型工业行业的全要素生产率,且其的边际效应随着时间的推移呈递增趋势。本文的发现说明,实施严格且适宜的环境管制可能会使中国经济赢得提高环境质量和生产率增长的“双赢”结果。同时,本文也反驳了中国的书面法律不重要的观点。 |
Abstract | Based on the quasi-experiment of the revision of Air Pollution Prevention and Control Law in 2000 (APPCL2000), this paper investigate the impact of environmental regulation on the growth of productivity in China by using the industrial sectors’ data from 1994 to 2008.We find that, the APPCL2000 significantly increase the total factor productivity of the waste gas intensive sectors, and it’s marginal effect is increasing over time. It is indicate that, the stringent and well-designed environmental regulations should lead to a “win-win” situation in China, which is the environmental quality and total factor productivity being simultaneously improved. At the same time, it indicates that we doesn’t conclude that the written laws aren’t important in China. |
