| 内容提要 | 本文研究了地方政府公共支出及其结构对我国区域发展的作用，分析地方政府公共支出在促进区域发展中的有效性及作用机制。本文在构建公共支出对于区域发展影响的理论模型基础上，利用1995-2010年间我国31个省、自治区和直辖市的面板数据，实证分析了经济性和社会性公共支出对各地区经济发展水平和综合发展水平的影响效应。研究发现，在全国层面不论是对经济增长，还是综合发展，经济性支出的规模已经超过了最优规模，其边际作用已经明显小于社会性支出；经济性支出和社会性支出对不同地区经济发展水平和综合发展水平的影响也不同。 |
| Abstract | This paper studies the effect of public expenditure and its structure on regional comprehensive development. Following the IMF’s classification of public expenditure, this study formulates a theoretical model elaborating the effects of economic affairs and social affairs expenditure on comprehensive development, and uses China’s cross-provincial panel data from 1995 to 2010 to empirically examine the effects of economic affairs expenditure and social affairs expenditure on regional economic development and comprehensive development. The empirical analysis indicates that for both economic growth and comprehensive development, the contribution of economic affairs expenditure has exceeded the optimal size. And the marginal effect of economic affairs expenditure has been significantly less than social affairs expenditure. This paper also finds that the effects of the two types of public expenditure on local economic growth and comprehensive development are different among the western, middle and eastern China. |
