制度变迁视角下农地流转诱因及其福利效应研究

| 内容提要 | 本文首先基于制度变迁理论构建解释农地流转诱因的微观模型框架，在此基础上，利用倾向得分匹配方法（PSM）和中国家庭追踪调查（CFPS）中的农村家庭数据，分析农户土地流转决策行为并评价福利效应。研究发现，租入和租出土地均有利于提升农户收入并降低贫困发生率。土地价值、农业补贴以及涉农贷款对农户租入土地决策具有显著正向影响，城市工资水平和就业机会是农户租出土地从事非农生产活动的主要诱因。此外，对不同租赁行为下农户收入增长影响机制的对比分析结果表明：农业补贴和教育水平提高有利于农村家庭（尤其是低收入家庭）增收，且对土地租出户的作用效果更强；土地租金是农户收入的重要组成部分，低收入家庭租出土地从事非农经济活动能够有效减缓贫困；租入土地家庭的耕地面积仍然不能满足农业规模生产的要求，农村劳动力迁移有利于专业农户增收，并进一步发挥我国人口红利优势。 |
| Abstract | Based on the theory of institutional transition, this paper constructs a microstructure model of land transfer incentive explanation, and uses Propensity Score Matching(PSM) method and rural households data from China Family Panel Sutdies(CFPS) to analyze farmers’ decision behavior for land transition and measure welfare effect. The result implies that rented into or out of land is beneficial to raise farmers’ income and reduce poverty rate. Land values, agricultural subsidy and agriculture-related loans have an significant positive effect on farmers’ decision of rented into land, Urban wages and job opportunities are major cause that households rent out of land and take up non-agricultural activities. Besides, this research on farmers’ income growth mechanism under the different production behavior show that agricultural subsidy and educational level are conducive to increase rural households income (especially low-income family), and it is stronger effect for farmers who rent out of land; land rent is an important part for farmers’ income, low-income family lease their land to take up non-agricultural activities that can reduce poverty effectively; farmland area of family that rented into land have not yet met requirements of agrucultural production scale, rural labor migration are beneficial to increase farmers’ income, and play an important role in demographic dividend of our country. |
