| 内容提要 | 在京津冀区域，企业空间布局的非均衡引致产业同构、产能过剩和区际矛盾。本文通过将北京转出企业与津冀承接开发区双边匹配的市场设计，突破行政边界刚性约束的羁绊，打破地方政府利益固化的藩篱，推动制造业产能由北京向天津、河北梯度转移、有序扩散，缓解首都地区人口环境资源承载压力，疏解非首都核心功能；通过政府“搭台”，企业“唱戏”的市场设计，促进生产要素自由流动，产业链条合理延伸，避免津冀各级地方政府因争夺北京产业转移而产生区际矛盾，重塑京津冀区域良性互动、错位竞争、优势互补的产业格局。 |
| Abstract | his paper introduces the thinking of market design into Regional Economy. This pare transfers leaving enterprises from Beijing to Tianjin and Hebei by market design of two-sided matching, which breaks the barriers of rigid constraint of administrative boundaries and the interest curing of local governments, for promoting the industrial transfer from Beijing to Tianjin and Hebei. All of these will help to ease population pressure and environmental deterioration of the capital region as well as to decrease non-core functions of the capital; The market design method where government establishes the platform and companies play a major role, will increase free flow of factors of production, perfect the logical extension of industrial chain, avoid the competition between local governments, and remodel a industrial structure which have positive interaction, and friendly competition in Beijing-Tianjin-Hebei region. |
