| 内容提要 | 行政区划调整是中央推动城市化的有力工具，而政府主导的城市空间扩张能否带来人口的集聚，有待实证检验。基于2000年和2010年人口普查和地级市数据，本文利用2000-2004年发生的撤县设区政策实验回答该问题。采用熵平衡法和匹配法解决选择性偏误后，研究发现撤县设区改革显著提高了撤并城市市辖区城镇常住人口的增长率，这一变化并非源于户籍人口的增加，而主要来自本县（区）内和外省的人口迁入；同时，东部和市场潜力更大的城市获得了更高的人口集聚效应。本文进一步探讨了撤县设区促进人口集聚的实现机制，指出撤并后的区域市场融合和城市集聚经济有助于提升被撤并县市的企业生产率与就业，利用工业企业微观数据，证实了上述假说。上述结论意味着，大城市在促进人口城市化方面能够发挥更为积极的作用，这对于“以人为本”的新型城镇化目标的实现具有重要的参考意义。 |
| Abstract | Administrative boundary adjustment is one of the effective tools for central government to promote urbanization. Whether the government-dominated urban space expansion could promote population agglomeration needs to be empirically tested. Based on census data in 2000 and 2010 together with prefecture economic datasets, this paper chooses city-county merger taking place between 2000 and 2004 as events to answer that question. Using Entropy Balancing and Matching methods to deal with selection bias problem, we found that city-county merger reforms significantly promote urban population’s growth. The growth effects are mostly coming from migrants from within home counties and from other provinces rather than local Hukou population’s growth. In addition, eastern cities and cities with greater market potential have larger growth effects. This paper further explored the mechanisms of the merger effects, arguing that local market integration and urban agglomeration economies help increase firms’ productivity and employment. We use industrial micro survey data to justify that argument. The findings indicate that large cities can play a more positive role in promoting population urbanization, which is of great significance in achieving goals of people-oriented urbanization. |
