Institute of Financial Science of Chinese Finance Ministry, Institute of Finance and Trade Economics of Chinese Academy of Social Sciences, Behavioral and Social Sciences of San Francisco State University, and was co-organized by the Department of Finance of school of Economics of Xiamen University. The forum gained enthusiastic response from theorists and industrialists, and received more than three hundred papers in Chinese, and over sixteen hundred papers in English. The themes of these papers are related to a wide range of topics covering almost all aspects of public economics and administration. In the two-day meeting, delegates achieved fruitful results by exchanging ideas, giving special reports and attending group discussions in the following topics: " Fiscal Policy in Macro Regulation", " Tax Policy in Crisis ", " the Social Security System in Harmonious Society ", "Crisis and Turning Point" ," Management Innovation in Crisis "and other issues.
