AbstractBecause of increasingly strengthened resources and environmental constraints in the course of China's economic development, based on construction the SBM-undesirable-output model, the paper studies on China’s green economic performance under the binding of Energy-Save and Emission-Abate from efficiency perspective. The main conclusions are: the average efficiency is not optimistic under the binding of Energy-Save and Emission-Abate, and still has 17.8% room for improvement; provinces of less efficiency are all in the western region, but provinces of more efficiency are not all in the eastern region, and some western provinces are in the production frontier in some years; there are obvious regional differences of China’s economic growth efficiency; industrial structure, energy efficiency, intensity and capacity of environmental governance play significant?positive effect in promoting efficiency; but energy structure plays significant negative effect in promoting efficiency; and some factors play different roles?in different regions. We should optimization the industrial?structure, improving energy efficiency, improving?energy structure,?improving environmental governance in the process of economic development to improve efficiency and achieve economic-resources-environment sustainable and harmonious development.
