AbstractIn recent years, Chinese economy experiences a growing trend of extensive way of growth, with the emergence of more extreme pollution discharge capacity and environmental problems. Thus, saving resources, environmental protection, and transition of the economic growth have become a urgent problems faced by Chinese current economic unit. This paper combines the method of SBM directional distance function and the character of Luenberger Index based on addition structure, and develops a new method of productivity index breakdown. With this new method, this article systematically analyses the trend and mechanism of Chinese economic growth performance transition, to demonstrate coordination in macro level of the overall growth performance of the eastern, middle, and western part of China. Results show that:(1) the average value of environmental inefficiency in each province of China from 1989 to 2009 is 0.1643, with the inefficiency of Chinese economy growth mainly contributed by energy consumption and pollution discharge. (2)The average annual growth of Chinese environmental Total Factor Productivity (TFP) from 1990 to 2009 is about 1.58%. Viewed from different time stages, Chinese environmental TFP reveals a slow-down of growth, and environmental TFP in east coastal regions even shows a more rapid decreasing trend during recent years.(3)With the application of new method of index breakdown, this study discovers that the decrease of economic growth performance is mostly related to the slow-down of efficiency improvement, especially related to the lack of efficiency in investment and increasing pollution discharge in east coastal region. Finally, this article provides relative suggestions in the improvement of Chinese economic growth performance.
